CHAPTER ONE

Purpose, Scope, Basis and Definitions

Purpose

ARTICLE 1 – (1) The purpose of this Regulation is; to determine the procedures and principles regarding the fields of activity, management bodies, their duties, and working methods of the Istanbul Technical University Social Innovation Application and Research Center.

Scope

ARTICLE 2 – (1) This Regulation covers provisions relating to the objectives, fields of activity, bodies, and the duties and working procedures of these bodies of the Istanbul Technical University Social Innovation Application and Research Center.

Basis

ARTICLE 3 – (1) This Regulation has been prepared based on sub-clause (2) of clause (d) of the first paragraph of Article 7 and Article 14 of the Higher Education Law No. 2547 dated 4/11/1981.

Definitions

ARTICLE 4 – (1) In this Regulation;

1. Advisory Board: Means the Advisory Board of the Center,
2. Center: Means Istanbul Technical University Social Innovation Application and Research Center,
3. Director: Means the Director of the Center,
4. Rector: Means the Rector of Istanbul Technical University,
5. Social Innovation: Means creating effective and sustainable new solutions with innovative ideas that consider social benefit for social, economic, and environmental problems,
6. University: Means Istanbul Technical University,
7. University Executive Board: Means the Executive Board of Istanbul Technical University,
8. Executive Board: Means the Executive Board of the Center.

CHAPTER TWO

Purpose and Fields of Activity of the Center

Purpose of the Center

ARTICLE 5 – (1) The purpose of the Center is; to carry out multidisciplinary research and development studies in cooperation with universities, public institutions/organizations, private sector enterprises, and non-governmental organizations, and to develop ideas and projects based on social innovation in order to produce effective, efficient, and sustainable solutions to social problems shaped by technological and economic changes and to develop innovative business models.

Fields of Activity of the Center

ARTICLE 6 – (1) The fields of activity of the Center are as follows:

1. To produce ideas and projects based on social innovation by conducting academic research-oriented interdisciplinary studies.
2. To examine social problems to determine areas where social innovation can create a positive impact, and to cooperate with relevant stakeholders, develop and implement projects to develop solutions in these areas.
3. To contribute to the development of innovative employment generation methods in line with Turkey’s medium and long-term strategic goals and action plans.
4. To create social innovation strategies at the urban, regional, national, and international levels, and to provide consultancy to central and local governments in this regard.
5. To provide research, examination, consultancy, and similar services and organize certified training programs in the aims and activity areas of the Center.
6. To organize symposiums, conferences, workshops, and similar events in the aims and activity areas of the Center.
7. To prepare journals, books, brochures, and similar publications in printed and electronic media in the aims and activity areas of the Center.
8. To carry out other studies within the aims and fields of activity of the Center.

CHAPTER THREE

Management Bodies and Duties of the Center

Management Bodies of the Center

ARTICLE 7 – (1) The management bodies of the Center are as follows:

1. Director.
2. Executive Board.
3. Advisory Board.

Director

ARTICLE 8 – (1) The Director is appointed by the Rector from among the faculty members of the University for a period of three years. A Director whose term has expired can be reappointed by the same procedure or dismissed before the term expires.

(2) In order to complete the remaining period in place of the Director who leaves before their term is completed, is dismissed, or is absent from duty for more than six months, a new Director is appointed by the same procedure.

Duties of the Director

ARTICLE 9 – (1) The duties of the Director are as follows:

a) To represent the Center and manage the activities of the Center in accordance with its purposes.
b) To carry out personnel selection procedures to form research and project study teams and present them for the approval of the Executive Board.
c) To chair the Executive Board.
ç) To prepare plans and programs appropriate to the aims and policies of the Center and present them for the approval of the Executive Board.
d) To implement the decisions of the Executive Board.
e) To prepare the annual activity report regarding the work of the Center and the draft work program for the next year and submit it to the Executive Board.

Deputy Director and Duties

ARTICLE 10 – (1) Two people selected from among the academic staff of the University are submitted to the approval of the Rector to be appointed as deputy directors by the Director. When the duty of the Director ends, the duties of the deputy directors also end.

(2) Deputy directors administer the Center in cooperation with the Director, perform the duties assigned by the Director, and represent the Center in the absence of the Director.

(3) The Director leaves a proxy to one of their deputies during short-term departures from duty. This proxy cannot be given for more than six months.

Executive Board

ARTICLE 11 – (1) The Executive Board consists of seven people in total: the Director, deputy directors, and four academic staff members appointed with the proposal of the Director and the approval of the Rector.

(2) Executive Board members are appointed by the Rector for three years. A member who leaves before the expiration of their term of office or is assigned outside the University for more than six months is replaced by the same procedure. Members whose term of office has ended can be reappointed.

(3) The Executive Board convenes at least once a month with the invitation of the Director and an absolute majority of the total number of members and makes decisions by the majority vote of those attending the meeting.

Duties of the Executive Board

ARTICLE 12 – (1) The duties of the Executive Board are as follows:

1. To convene under the chairmanship of the Director and make administrative decisions on matters related to the activities and management of the Center.
2. To examine the proposals prepared by the Center Director on issues related to the assignment of technical and administrative personnel of the Center and propose them to the Rector.
3. To decide on the plans and programs prepared by the Director.
4. To evaluate the previous year's activity report and the next year's work program prepared by the Director and submit the activity report and work program, which it deems appropriate and approves, to the Rectorate.
5. To create medium and long-term scientific and administrative plan and program proposals of the Center, evaluate and approve them to be submitted to the Rectorate.
6. To examine the sub-working group proposals proposed by the Director to carry out and organize research, training, and Center activities, and submit them to the Rector.
7. To decide on the implementation principles of the Center on matters related to research, education, and project applications, and to evaluate and approve the relevant documents.
8. To examine the proposals from the Advisory Board and decide on them.

Advisory Board

ARTICLE 13 – (1) The Advisory Board consists of at least five and at most fifteen members from national and/or international faculty members and public and private sector institution and organization representatives, proposed by the Executive Board and appointed by the Rector. The term of office of the Advisory Board members is three years. The chairman of this Board is the Rector.

(2) The duty of the Advisory Board is to meet at least once a year, to express its views on issues falling within the Center's field of activity, to ensure the discussion of these views, and to make suggestions on new study topics.

Sub-Working and Implementation Units

ARTICLE 14 – (1) The research and project units of the Center and similar sub-units are established by the Rector with the positive opinion of the University Executive Board upon the proposal of the Director.

(2) Support is obtained from the faculties or other units of the University for the personnel to be assigned to the sub-working and implementation units of the Center for a certain period of time to implement project-based Center activities to be carried out by the Center in cooperation with public institutions/organizations, private sector enterprises, and non-governmental organizations and to help their realization.

(3) Personnel assignments from faculties and other units at the level of sub-working units are made by the Rector upon the proposal of the Director.

(4) The Director selects a unit coordinator for each working unit to carry out the activities of the working units. Unit coordinators are responsible to the Director and the Center Executive Board for planned and approved unit work.

(5) The duty of the sub-working and implementation units whose work program is completed comes to an end.

CHAPTER FOUR

Miscellaneous and Final Provisions

Personnel Needs
ARTICLE 15 – (1) The personnel needs of the Center are met by the personnel to be appointed by the Rector according to Article 13 of the Law No. 2547 upon the proposal of the Director.

Financial Matters

ARTICLE 16 – (1) The services of the Center within the scope of the revolving fund are carried out according to the provisions of the Istanbul Technical University Revolving Fund Enterprise Regulation published in the Official Gazette dated 6/11/2000 and numbered 24222.

Spending Authority

ARTICLE 17 – (1) The spending authority of the Center is the Rector.

Cases Without Provisions

ARTICLE 18 – (1) In cases where there is no provision in this Regulation, the provisions of other relevant legislation are applied.

Entry into Force

ARTICLE 19 – (1) This Regulation enters into force on the date of its publication.

Execution

ARTICLE 20 – (1) The provisions of this Regulation are executed by the Rector of Istanbul Technical University.
